1 JISC will help maintain the competitive position of the UK’s world-leading universities and colleges against global competition. JISC will use its investments to identify how ICT can help the sector save money and operate more efficiently and open up new opportunities and possibilities for the way research is undertaken and learning and teaching delivered to enhance the student experience, and institutional engagement with business and the wider community is facilitated.

Would it make sense to prefix this with ‘highly valued’, i.e. “provide highly-valued, cost-effective and sustainable national services and resources” ?

I have a real issue with terminology here. I consider researchers to be a sub-set of the group “learners”. We are all lifelong learners, academics are learners as (but don’t tell them this) are administrators.
